Bio

Medstar CEO, Kolby Miller, has been a Michigan paramedic for over 30 years. Kolby’s EMS career began in Flint in 1987, and he has led Medstar since 2005. Reporting to the Board of Directors, he is responsible for ensuring that the Medstar organization exceeds the expectations of all stakeholders, including patients, families, community, healthcare, and public safety leaders, as well as our team members.u003cbru003eu003cbru003eKolby has served on the Michigan Association of Ambulance Services (MAAS) board of directors since 2002, leading the Legislative and Regulatory Committee for several years, and as association president in 2009, and again from 2017-2019. Kolby has coordinated the education speakers at Michigan EMS Expo on behalf of MAAS since 2010. In addition to his MAAS involvement, Kolby is a Survey Team Leader for the Commission on Accreditation of Ambulance Services (CAAS,) and serves on the Board of Directors for the Traffic Improvement Association of Michigan, the Lapeer Family Literacy Center, and the Child Advocacy Center of Lapeer County.

Jon Krohmer, MD, FACEP, FAEMS

Dr. Krohmer is a volunteer with the National EMS Museum, a member of the Panel of Commissioners for the Commission on the Accreditation of Ambulance Services, and a non-executive member of the Board of Directors for Velico Medical.

Bio

Dr. Krohmer is an EMS Subject Matter Expert for Cambridge Consulting Group and Associate Medical Editor for the National Association of EMTs AMLS textbook. He is an Adjunct Associate Professor of Emergency Medicine at Michigan State University College of Human Medicine and is a member of the Kent County EMS Advisory Council.u003cbru003eu003cbru003eDr. Krohmer retired in 2022 as the Director of the NHTSA Office of EMS in the Department of Transportation and as the EMS Medical Director for the Caroline County (MD) Department of Emergency Services. He also served as the NHTSA Acting Associate Administrator for Research and Program Development from October 2018 to January 2020. Previously, he was the principal deputy assistant secretary for DHS Office of Health Affairs and DHS deputy chief medical officer. He began serving in that position as a member of the Senior Executive Service (SES) with DHS in September 2006 and served as the acting assistant secretary for health affairs and chief medical officer from August 2008 to August 2009. u003cbru003eu003cbru003eDr. Krohmer was an attending physician and director of emergency medical services (EMS), emergency medicine residency and Department of Emergency Medicine at the Spectrum Health Butterworth Campus in Grand Rapids, MI, associate professor of emergency medicine at the College of Human Medicine at Michigan State University and EMS medical director of Kent County Emergency Medical Services and was the medical director for the West Michigan Metropolitan Medical Response System and the Region 6 Consortium.

Phil Koster is a Professional Public Safety leader with multifaceted background and education. He is pursuing a Master of Public Safety degree at Columbia Southern University and has an extensive paramedic, hazardous materials, and firefighter past and ongoing experience and engagement at the tactical and strategic level. A business graduate coupled with EMS management experience creates an insightful, cross-trained EMS business head. Currently an accomplished Emergency Services executiveu003cbru003ewell versed in system design, implementation, reimbursement, and management.
